The American Red Cross Restoring Family Links program provides the following services:

International Tracing: Reconnecting loved ones separated by international armed conflict, disaster, or migration
Red Cross Messages: Maintaining communication between loved ones separated by international armed conflict, disaster, or migration when no other means of communication are available
Health and Welfare Reports: Reconnecting loved ones when communication has been lost unexpectedly and there is a concern for their health and wellbeing
Certificates of Detention: Providing proof of detention for those visited by the International Committee of the Red Cross (ICRC) while in detention
International Committee of Red Cross Travel Documents: Providing stateless persons with one-time travel documents to another officially sanctioned country for permanent resettlement

If you are looking for an individual with a serious medical issue or mental health vulnerability you can call 1-800-RED CROSS to open an Emergency Welfare Inquiry. Please note that the ability to conduct an Emergency Welfare search can be quite limited in areas with connectivity challenges and severely damaged infrastructure following a disaster.
